Graduate and Post Graduate from IIT Roorkee. Fellow of Institute of Engineers .Has 36 years of experience of working in Government in various capacities including Joint Director General (Chief Engineer ) in MES . As the head of establishment, handled Administration, procurement of goods and services, and finance and budgets for Commander Works Engineers and Garrison Engineer Divisions of Military Engineer Services, Ministry of Defence. As Director (Administration & Finance) of NCR Planning Board, Ministry of Housing and Urban Affairs, headed the Administration and Finance Wing and involved in preparation of Annual Reports and Accounts which were audited by Comptroller and Auditor General of India and placed on the floor of Parliament after approval by the Board headed by Cabinet Minister and having four CMs of NCR States as member.
